Abstract
The regional planning is to find an area´s functional position and set goals for development in order to promote accelerated development in the area. This study used ArcEngine 9.3 and Microsoft Visual Studio 2008 as system development platform to construct a universal regional planning model system and apply it on Chengdu to help making decision. This GIS-based system contained 5 models which played different role in calculating and spatializing regional planning indexes and solve problem from spatial angle. All the modules were concealed in dlls which could easily embed in the Main Form of the system. Because its flexibility, the models could be easily used in other region and help decision making in other place.
