Analysis of Constructing the Public Emergency Rescue Force System Based on Fire Forces

In this paper, both characters and problems reside in the present public emergency rescue mechanism were analyzed. According to national conditions, a new pattern of Public Emergency Rescue Force System (PERFS) is presented based on the fire forces, which has the unitized management, coordinated working style etc. Adhering to the laws, this new PERFS is leaded by the central government, and a three-levels rescue system is organized by every province, city and county accordingly, the amid is to take the advantages of the available fire forces which has united agency and a lot of experiences in many kinds of emergency rescue. The new PERFS focuses on efficiently and rapidly dealing with cases of difficult and complex disasters, accidents. And other relative groups are also provided to cooperate to achieve a united and scientific emergency rescue system.
