Abstract :
Evidence shows large amount of Green House Gases (GHG) was discharged into the atmosphere during the process of industrial and agricultural production and led to global warming which affected the environment and life of mankind. This press makes GHG reduction the common responsibility of humans. This paper induces risk management into adaptation enhancement and GHG emission reduction, risk matrix is applied to classify the risk level based on which corresponding measures are put forward to cope with this problem. After analyzing the international actions, the author introduces china´s measures and the remarkable achievement by data analysis from the point of economic and energy which can prove China is a responsible great power.
