Abstract
The basic experiments for one seed were carried out using the measurements of the dielectric constant and the conductivity to clarify the mutation in the germination process. The dielectric constant and the conductivity of the system consisting of one seed and deionized water were measured and those of the seed were calculated. At the same time, the tissue of the interior was directly observed and compared with the dielectric constant and the conductivity. When the relative dielectric constant and the conductivity began to increase, the size of cells increased, because of the absorption of water. Subsequently, the growth of organizations occurred and the dielectric constant slightly increased and the conductivity increased abruptly at a frequency of 1 MHz and above
