Abstract :
Shortage of water resources will be one of the major challenges for human beings in future. Water saving is the embodiment of the low carbon economy. The problem of water resources shortage in Hebei province is extremely severe, for example, the amount of shortage reached 8.309×109 m3 in 2010, so the supply and demand contradiction is very obvious. Especially in recent years, that severely reduction of surface water and seriously overexploitation for groundwater cause many geological problems. The issues of water pollution, low utilization efficiency of water resources, and serious water waste need to be solved. In addition, to ensure the water supply to Beijing and Tianjin aggravates the tense of water resources shortage in Hebei province, so in order to make up for the future water demand gap, Hebei must carry out more scientific planning and management for water resources, and reduce water demand and waste. This paper puts forward some practical solutions such as: establishing water-saving agricultural production system; implementing overall planning, developing new water sources; monitoring groundwater level, raising consciousness of reasonable exploitation groundwater; unifying distribution of water supply and drainage, developing low polluted industries and manufacturing industries; increasing forest covered area; improving public awareness of environmental protection. It is also very important to encourage water-saving policies by the governments and to motivate enthusiasm of private and public departments.
