Hangzhou government is dedicated to building "Hangzhou Model" of extracurricular education for adolescent students, and thus exploring an innovative way to provide public cultural service. It gives priority to commonweal, stresses human orientation, observes "the principle of closeness", innovates in supply mechanism, encourages commonweal venues to innovate in contents and forms, pursues breakthrough in methods and means, adopts the form of purchase, advocates introducing enterprise management means and ideas into commonweal venues, breaks traditional concept of large government, complies with "limited government", explores in many aspects of practical activities, and makes good achievements. Much instructive experience will set a good example for governmental construction of public cultural service system in the future.
