Abstract
The development of productive service industry has a strategic significance to historical industrial zones adjusting the industrial structure and transforming the mode of economic growth. Taking Shenyang as an example, this paper analyzes the advantages of the city´s productive service industry and contemporary problems, comes up with the strategic mode under different conditions, indicates its formation mechanism and the key of its implementation and enables it to provide evidence for strategic mode selections and optimizing strategic environment construction.
