Abstract
The Chinese government announced a new medical reform plan in April 2009, which reinstates the public nature of Chinese healthcare system and emphasizes the importance of performance evaluation and service management. Mark Moore´s Public Value Scorecard model provides the most comprehensive framework for management in the public and nonprofit sectors. This paper discusses the use of Public Value Scorecard as an adaptive strategic framework that public hospital administrators and other public and nonprofit executives can use to evaluate performances. The model accounts for the unique characteristics of hospitals and other public organizations, and can provide a useful framework as leaders strive to better articulate their strategy and goals.
