Abstract
Policy based management is being adopted widely for different domains like QoS, security and VPNs in order to allow new services and facilitate network management. One of the challenging issues is the deployment of these policies for the multimedia services which guarantees stringent QoS parameter for the application. This requires the strict control by the network administrators on the network resources actually available for the user requiring the service. This paper reports the design and implementation of a policy based QoS management system for the IntServ/DiffServ based Internet which is similar to COPS protocol for interfacing with the network devices. A proposed architecture for the policy based network management performances better then the previous approaches and the message flow given in the architecture reduces latency that occurs during the QoS negotiations in the network devices.
