Abstract
In this paper a simple system is presented that significantly reduces standard video noise in important applications such as closed-circuit, video recording, and cable TV. The crux of the system is a scalar predictive coding algorithm that acts both as a preprocessor on the transmitter side and a postprocessor on the receiver side. A real-time digital implementation of the system was obtained. Test results using real-world TV signals indicate a significant improvement in the picture quality. System design constraints are discussed and an optimum parameter selection process is considered. Extension of the system to vectorized bandwidth compression is possible
