Abstract :
This paper analyzes the changes of the water resource utilization rate and per capita water resource of Urumqi city from 1995 to 2007 based on the international standard of water resource exploitation and utilization and Chinese arid land water utilization rate standards. We also study the structure of water consumption, the proportion of utilization water resources of different sections and the main existing problems. We study the city size under the different water constraint conditions. The result shows that: (1) the average water utilization rate of Urumqi city is 60.01 percent, which is greater than the international standard and Chinese arid land water utilization rate standards; (2)Urumqi is lack of water seriously with the average of 668 m3/person; (3)The largest water consumption section is agriculture; (4) the current population size of Urumqi is larger than that are imitated under different water constraint conditions. This article raises some corresponding development approachs: (1) Improve water use efficiency; (2)interregional water transfer; (3) Sewage treatment and utilization.
