Abstract :
The repair quality of navy´s ship would have much great influence to the fleet´s battle effectiveness, and it is a important way of assuring the navy´s ship repair quality to set up quality supervision sections for the ship repair in different zones. But in the process of repair supervision, driven by benefits and due to asymmetrical information, faulty quality supervision system and lack of inspiriting measures, collusion behaviors occur between the military supervisors and boatyards. By utilizing the game theory, the gambling behaviors and characters of military supervisors and boatyards are analyzed,which found the key factors for the ambilateral collusion. Eventually, related proposals such as adopting invigorative measures, consummating supervision system, implementing information-based repair management and carrying out quality policy through the ship´s whole system and lifecycle duration, are put forward.
