Abstract
This paper established the northeast old industrial base of state-owned enterprises in technological innovation ability evaluation index system is based on the real coded genetic algorithm to speed up the analysis applies to the level of technological innovation ability index system of the research. Then threshold method is used to the technological innovation to the dimensionless standardized index, threshold method to use technological innovation to the dimensionless standardized indicators, the multi-index comprehensive evaluation method is also used to calculate each index, according to index of the degree of the technological innovation ability evaluation and analysis. The consequences show that this method is feasible, and the northeast old industrial base of state-owned enterprises´ ability to elevate the building of technological innovation has made progress.
