Abstract :
Environmental resource is a kind of special goods that has a superior externality. It has a short of supply and an abuse of demand. Thus, this document started from gambling among different economical individual, which based on scientific decision of public policy, and seek for the innovation of public policy for a sustainable development among economic, society and environment.
