Abstract :
Urban low-carbon competitiveness is closely related to environmental protection, low-carbon economy and sustainable urban development. The G20 Low Carbon Competitiveness report by Vivid Economics provides a fresh perspective. Commissioned by E3G and the Climate Institute (Australia), the report offers the first comparative, data-driven analysis of the low carbon competitiveness of major economies accounting for around 75% of world GDP and nearly 70% of global greenhouse gas emissions. However, it is not perfect enough to study on urban low-carbon competitiveness. In this paper, the essential of urban low-carbon competitiveness is discussed based on the co integration relation between CO2 emissions and HDI index in China during the period time from the year 1990 through 2005. The fundamental system of urban low-carbon competitiveness is investigated from the following three aspects: carbon threshold, welfare threshold and decoupling development. This study may provide some valuable reference for the low-carbon urban management.
