Abstract :
As the most extensive and most basic form of transport, road traffic promotes the social and economic development; On the other hand, it has adverse effects on the environment. This paper relies on the Fiji Fourth road Upgrading Project, that assisted by the Asian Development Bank. By collecting and analyzing the information of the project-affected areas, form a comprehensive understanding of the physical resource, ecological resource, economic, social and cultural resources. Then summarize potential environmental impacts of the upgrading project, and propose the environmental management framework, including potential impacts, mitigation measures, effectiveness indication and means of verification. This framework provides a better reference for related projects, especially for road upgrading project in developing countries.
