  • Abstract
    Large-scale industrial transfer and varied competitive factors, City, as a sort of regional economic organizations, competitive elements of it has extended from the capital and resources which are the most primitive factors to knowledge, resources and capital and other factors. Construction of Learning City is the most important ways to raise competitiveness. Knowledge stock, learning ability and motivation to learn and the main platform for learning are the key factors to learning-oriented city. Strategies of building learning networks and partnerships in the city, building knowledge bases, strengthening knowledge training system and lifelong learning mechanisms, establishing the exchange platform for the units to learn from each other in the city are contribute to the construction and development of a learning city.
