Abstract :
Based on the assertion that village infrastructure and sanitary services of urban-rural district are not entirely belong to public goods, the investment on this field should be made by the people who make profit through illegal construction, in addition to the governments and village collectives. The work should focus on improving the village infrastructure and sanitary services of urban-rural district, strengthening food supervision and health service of floating population, in order to provide the basic security and comfort to urban-rural people.
