Abstract
In the development of the resource-based visitor attractions (RVA), the government and the local residents have the greatest impact on the investor. This paper discusses the relationship between them, and analyzes the game between the investor and the government, and the local residents respectively, with conclusions about protecting the host community and cooperation by the investor. Corresponding countermeasures and suggestions are made for the government and the investor to develop and protect the RVA effectively.
