Abstract
In this paper, the development of the theory and a design scheme for a waveguide cell for generating a standard electromagnetic field are presented, The mathematical description of the electromagnetic field in a waveguide cell is improved. Should the impedance of each part of the waveguide cell system match well, the wave in the waveguide cell is a travelling wave. Thus, a quasi-uniform calibrating area can be established in the waveguide cell. The field strength of a certain point in the waveguide cell can be calculated with a theoretical uncertainty of less than ±0.5 dB
