Abstract :
This paper analyzes the relationship between demand and supply of senior talent policies based on interviews with 46 senior talents and 26 organization leaders in Xiamen. The finding is that the policy supply is incompatible with the policy demands of senior talents and organizations. It concludes with discussions on the limitation and constraints of policy makers and policy design and presents some tentative measures for policy modification.
