As one of the focus which management concern most in the domain of Human Resource Management, the panic of employee turnover (PET) is really affected by manifold factors. Based on the analysis tool of structural equation model (SEM), the authors endeavored to explore why and how the employee´s turnover creates panic within the in-service staff in a first attempt. After a series of corresponding conversations, employing questionnaire survey, a quantitative SE model has been presented to disclose and testify the relationship between possible factors and PET. From the research, we could conclude that the panic of employee turnover might be mainly incurred by individual employee´s personal characteristics, environment of the business organization, and the cognition of the group of the employees on turnover incidents. Actually, the last one is the most significant one comparing with all other factors.
