After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Innovations have acquired a key-role in the growth and competition strategies of manufacturing industries today. They are regarded as an essential instrument to stimulate growth and enable manufacturing industries to master the competition brought about by the forces of globalization. Innovations are guarantee of enterprises sustainable development. Enterprises´ Innovation and Sustainable Development (EISD) need a good inner environment and a good infrastructure. In this paper, an infrastructure frame is proposed which is comprised by three parts, Enterprise Culture (EC), Product Mix Adjustment (PMA), R&D platform (R&Dp). Their effects and relationship are discussed: EC is the core element of EISD, and PMA is the guarantee of EISD, product life cycle theory can be used to direct PMA; R&Dp is the foundation of EISD.
