    Underway replenishment is an essential component of long-term military naval survival. The idea of the replenishment project evaluation is to integrate different assessment methods. In view of underway replenishment behavior characteristics, this paper proposes the concept of the underway replenishment project , analyzes the replenishment project goals and the principle of project evaluation, and sets up the evaluation process model. Based on our hypothesis, a timed simulation analysis of a combat situation involving a pursuing warship and fleeing vessels is made. Through the simulation, the detailed inner workings of the project can be evaluated, and the evaluation process is clearly revealed.
