Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

This method can be complete by three step. First, Find the main cycle through FFT. Second, decide the embedding dimension. Third, forecast by using the chaos model. According the characteristic of road traffic flow and the evidence showed that the prediction is effectively. So it is able to being used in actual prediction.
