Abstract
An indicator system and an evaluation model are two important parts of evaluation. Successful evaluation is mainly decided by an indicator system. It is necessary to use an appropriate method to construct a comprehensive and scientific indicator system for accurate evaluation. Based on Entity-Relationship model and Sustainable Development model, hierarchy conceptual model is put forward to construct the indicator system for evaluating a city´s water conservation in this paper.
