Abstract
Information Technology is a kind of technology which will be fully embedded into the enterprises´ management system. This character results in the great changes of organization´s external and internal environment. Organization changes are needed if we want to achieve the anticipated goal. Traditionally, some theories argue that, with such a change, organizational structure would be forced to be more flexible, decentralized and flattened. But recent practices present that some human factors would make the enterprise hierarchy structure be enhanced during the change because of lacking of supervise and the agency problem. Under such a condition, enterprise need implement IT governance effectively to guide the organizational changes.
