Abstract
This paper focuses on the special challenges faced in providing emergency backup for an ISO/RTO control center. This paper describes the architecture conceptual design of the main components of the PJM "duplicate control center" as well as the implementation of that design into a working backup facility. The paper identifies key elements that are considered in the development of the PJM backup approach. Those elements are as follows: 1) real time communications, 2) EMS, 3) eSuite applications and MSET, 4) database management systems, 5) networks, 6) application data integration, and 7) facility testing and operator training. The presentation discusses the planning aspects for backup requirements and the determination of location, system monitoring expectations, and actual implementation of the facility.
