Mechanism on the Reform of Enlarging Powers to Counties Accelerating the Development of Rural-Urban Economic Integration

The Rural-urban Economic Integration (abbr. REI) is becoming a theme in the 21st century in China, and the reform of Enlarging Powers to County (abbr. EPC) becomes one of effective approaches of promoting the development of REI. The reform can boost intra-county economies development by improving enthusiasm, enhancing decision-making efficiency, hastening fluxion of factors between city and county rationally, constructing more infrastructures, optimizing space structures; and can make urban economy adjust its strategy by altering its development orientations and perfecting service function. It is because of the reform that the relationship of competition-cooperation between city and county is established in the long run, and so the development of REI is accelerated.
