This paper discusses the integrated perspective on power market development. Integrated resource planning is the careful consideration of a full range of supply- and demand-side options for meeting society\´s demands for electric energy services. The IRP process involved multiple stakeholder groups and complex regulatory review processes, giving consideration to tradeoffs among social objectives, including risk, pollution, land use impacts, and costs.
