Abstract :
It is necessary for the whole project stakeholders to improve the level of construction safety management, which includes the owners, design units, contractors, construction supervisor, government regulators and other parties. However, owners´ attribute and scope of construction safety management is difficult to be defined, and their roles are always vague in actual project. In order to enhance owners´ safety awareness and improve owners´ safety management level, this paper mainly discusses owners´ attribute as consumers and producers in construction, proposes both the ways and contents of owners´ safety management and suggests the safety management responsibilities of owners.
