Abstract
We propose and investigate many different options for video communications like SW56, SMDS, ISDN and POTS. We consider freeze frame system for video transmission at low data rates on copper pairs to the multiple users at remote locations. Freeze frame video system transmits data or picture at 5 frame per second (FPS) rate dependent upon the activity in the picture with the SNR greater then 30 dB at very low cost. This system is designed specifically for the real time surveillance of highways by video cameras.<>
