Abstract
An evaluate process based on improved group decision-making method and vague set theory for naval ship in conceptual design was proposed in this paper. In order to construct ship design target system, a simplified warship index system including efficiency, risk and cost was built up. The group decision-making method improved by optimized Hadamard bulge combination was utilized to concentrate experts´ opinions for the weights of bottom targets. The whole process of naval ship evaluation was generalized based on system engineering methodology. The vague value for both quantitative and qualitative attributes was defined pointing at the multiple-objects decision making problem. A new naval ship evaluation model which could support both group decision and different kinds of attributes was constructed. At last, it was proved more practical and effective by a real application for naval ship.
