  • Abstract
    Since the reform and opening-up policy was put into effect, the "economic government" model which centers on economic development is no longer adapting the needs of China\´s economic and social development, and the restructuring from "economic government" model to "public service-oriented government" model is imperative. Based on the analysis of government functions and a number of logic models about performance evaluation, this essay designed the evaluation index system with the dimensions of economic regulation, market supervision, social management and public services to measure the performance of public service-oriented government, established the public service-oriented government performance evaluation model based on BP neural network, conducted a comprehensive performance evaluation on the public service-oriented government construction of Qingdao city using this model, and brought forward the countermeasures of strengthening the public service-oriented government construction for Qingdao city.
