Abstract
China´s energy-saving service industry develops rapidly in contrast to such phenomena as insufficient EMCo, inefficient management and unbalanced distribution, which results from, in addition to personnel factor and policies concerned, factors restricting energy-saving demands such as inadequate propaganda, nonfeasance of government and poor reputation of EMCo, and factors restricting energy-saving supply such as finance and risk management. To promote the development of China´s energy-saving service industry, we should expand publicity in energy-saving service, complete laws and regulations, expedite the construction of credit system in energy-saving service industry, perfect measures of personnel cultivation, and speed up the establishment of financial support system for EMCo.
