Abstract :
This paper discusses the range of economic and political issues that constitute major obstacles to the realization of sustainable rural electrification in sub-Saharan Africa. The quality of local administration has an obvious direct impact on rural development. Often, administrators are either unable to identify with the community priorities. At the community level, infrastructure and services like electrification are often, erroneously, treated as commodities.
