Abstract :
Nongovernmental science and technology parks are the aggregating lands of nongovernmental science and technology enterprises, playing a great role in promoting the development of these enterprises. From locational functions, macroeconomic policies and self-developmental reality, nongovernmental science and technology parks have come to the stage on which they must transformate and upgrade. However, the transformation and upgrading of nongovernmental science and technology parks are facing historical existence, management mechanisms, policy matching and other issues. The path of nongovernmental science and technology parks is quickly improving industrial planning and policy, further expanding internal and external opening, comprehensively using legal, administrative and economic means, establishing new mechanisms of the exit of inferior enterprises, utilization of stock resource and the development of new enterprises, and promoting industrial transformation and upgrading and enhancing energy levels.
