Abstract :
Using the ArcGIS and computer servers as platforms of software and hardware respectively and accounting for actual, local demand for weather modification, a command system for artificial rain enhancement has been developed and completed based on the technique of WebGIS, bringing together three operations on the level of the province, cities and counties. Utilizing new technologies of computer network, database, air-land wireless transmission, GPS, GIS and text messaging and integrating meteorological products of radar, satellite, automatic weather station gauges, drought and flood indices and numerical prediction, the system can issue real-time instructions and commands via the IE explorer for airborne and surface rain enhancement operations. This study focuses on the system´s general outlines of design, system configuration, software functions and database design.
