The private science and technology enterprise is the outcome of our country science and technology and economic system reform, which plays an important role in the national economy. Zhejiang private Small and Medium-sized science and technology enterprises have made important contributions to Socio-economic development of Zhejiang Province, but most of those are still limited by the traditional industry, or although in the emerging industry, they still continue lowtechnology and lowprice competition pattern in the low-end market, which makes the development of enterprises faced with increasing pressure. The technological innovation of Zhejiang private Small and Medium-sized science and technology enterprises is not optimistic; they still have many obstacles from the aspect of technological innovation. They need system-thinking from the integration mechanism of innovation resources, the cooperative mechanism of technological innovation, the incentive mechanism of technological innovation and other aspects.
