  • Abstract
It becomes more and more important to research sustainable development of fishery production as marine resources constantly exhausted. Having established fishing- prohibiting period and cultivating fries in offshore area and to improve fishing output through increasing motor fishing vessels at the ocean area is mainly existing strategy. Using China´s provincial data, we found fishery production efficiency that is low with factor driven based on labor-intensive during 2003-2008. In this paper, we propose improving fishery production with efficient driven rather than factor driven using a new approach of nonparametric stochastic frontier with Path-converged design. The empirical research shows that aquaculture area can drive fishery production efficiency. If we expand aquaculture area 173.22, 1761.41, 19071.27, 216.9, 12132.43, 9034.91, 3141.69, 17869.63, 13206.34, 4996.53, 2602.28 hectares respectively in Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, Guangxi, Henan eleven coastal provinces and cities in China, then their fishery output will achieve optimal value of prediction in 2009. This is an alternative Strategy.
