The research framework on upgrading countermeasures for high coordinative innovation clusters

Abstract :
Innovation is critical when cluster develops to certain stage. Cluster is a relatively independent economic system and consists of numerous semi-self-regulating function modules, in which, members are connected with each other by various economic activities and social relationships, and its governance measures are characterized with net-structure management. Cluster innovation system is the fundamental feature of industrial clusters. In addition, competition and coordination co- exists between enterprises. With the model analysis and reasoning, it is concluded as follows: the spatial industry concentration not only reduces spatial distance, but also shortens the technological distance so as to improve the spillover efficiency; the more options the spillover member has, the greater possibility for reducing costs. Therefore it is necessary to keep sufficient number of cluster enterprises; value factor which influences the cooperation cost is one of the major issues for further study; maintaining the normal order of market economy not only helps to reduce information costs and transaction costs, but also overcome the problems of "free rider" and "path dependence"; uniform quality standards help to reduce information costs and coordination costs; during the collaborative process, new knowledge will be generated and become innovative knowledge; appropriate intellectual property protection is conducive to the sound development of the cluster.
