Abstract
A new model to study the reliability of packet switched HF networks is proposed. The transmission quality in a link is assumed to be dependent on the signal-to-noise ratio (SNR) only. The model uses the IONCAP prediction model to predict the mean (SNR) value of the communication link and assumes that the prediction error, the SNR deviation, has a log-normal distribution. Using this model, the complexity of computing communication reliabilities can be reduced greatly. A new reliability analysis method, equivalent reliability construction, is proposed to obtain the reliability bounds
