Abstract :
Summary form only given. Modern technology often uses discharges with strong nonequilibrium plasmas. The electron distribution function can differ from a Maxwellian one. For instance a nonequilibrium discharge with high pressure. There are a lot of fast electrons. Distribution functions became directly connected with correlations. The kinetic equation of diffusion does not apply. Classical kinetic equation are described only for conditions near to equilibrium. This work uses ideas of anomalous diffusion in phase-space.
