Abstract :
The industrial belt construction, which is an application of the cluster theory, is a development stage of the industry to the cluster in some specific region´s economic structure. Lots of the studaies on the relationship between government and industrial cluster by domestic and foreign scholars have proved that the Government has an important role in the process of the industrial cluster. Defining the construction industry and the government strut system and constructing the theoretical analysis model of the government strut, the paper pointes out that the output can be divided into two parts of unaffected government strut and government strut affect, which the government strut output reflects the government´s supporting role in the construction of industrial belt.
