Abstract :
The South-to-North Water Division Project is by far the world greatest key water conservancy project under the direct leadership of the State Council of China. According to the features of the construction and management of South-to-North Water Division Project, this paper presents a constructing and managing virtual enterprise model centered by the South-to-North Water Division Construction Bureau. Also, this paper introduces SOA and Web services technology and builds the application integration framework by these two technologies. Furthermore, the implementation steps of this framework by using IBM WebSphere are elaborated in this paper.
