Abstract
Complex technical and regulatory challenges surround billing for personal communications services (PCS). Addressing these challenges may only be possible through a consistent approach that is acceptable to PCS service providers (PSPs), local exchange carriers (LECs), interexchange carriers (ICs), regulators and end users. The paper focuses on some of these challenges and offers potential approaches to address them. Emphasis is placed on end-user billing associated with call delivery from wireline telephones to PCS subscribers
