Abstract
After “the problems about agriculture, rural areas and peasantry” and “the problem of miner, mine, mining industry and ore city”, in recent years, “the problem of mining and agriculture” also attracts more and more widely attention of the community and government. This article focuses on mining area´s property damage compensate problem. By analyzing deep-seated reasons of mining area´s property damage compensate problem, such as the problem of collapse farming compensation and fracturing housing compensation, I propose the establishment of property damage adjustment group to address the problem of mining area´s property damage compensate. To solve this kind of problem fundamentally, the author further propose suggestion and measure to reduce rent-seeking and corruption from the source system through developing multi-dimensional industry chain, setting up the environment tax, establishing a rational allocation of resources development mechanism and strengthening the system construction.
