            Abstract : 
More and more countries take patent fees as a tool and use it strategically, improving the functions of patent fees in the international competition. This article especially analyzes the new trend of citizenspsila patent fees subsided by local government in China and the various reasons pushing the implementation of related polices, while it also discusses the presentation of Chinese patent fees. Finally, this articles show: (i) Chinese local government is empowering the support to its citizen application of patents, especially to the applications towards other countries; (ii) The finance subsidy towards native citizen application of patents by Chinese government does not disobey international trade rules. (iii) The subsidized policy to patent fees implemented by Chinese local government is highly possible to fail to realize its anticipating target. That is to say, it may be unable to motivate the improvement of Chinese ability on technological innovation.
