Abstract
In the real-world implementation of ITS a lot of non-technical issues come up. Several existing theories to deal with this fail to take all relevant elements into account. By conceptualizing ITS as socio-technical systems (intentional) actors and (normative) social elements are included. In order to deal with these new elements and relations, concepts as designing, modeling and successful design should be perceived differently in order to deal properly with ITS in society.
