Abstract
Collaborative optimization of multiple traffic management systems is the most effective way to improve rescue and evacuation ability of an urban when emergency accidents happen. In this paper, we made an analysis on function and information relevance of common traffic management systems, after that, each system was taken as an order parameter that prompt traffic flow to change from disorder to order, and an order degree function was founded. Based on these, we proposed a hierarchical collaborative optimization model of multiple traffic management systems. Also, according to occur pots and severity of traffic incidents, we raised specific collaborative optimization implementing scheme. The result realized resource sharing and integrated scheduling, thus it can strengthen the cooperation between urban traffic management systems under traffic incidents powerfully.
